I couldn't agree with this more. We have a work-around in portfolio views with a custom field but it's tedious to maintain and not flexible.

can we please add a priority level for the project as a whole instead of just on the action cards

We should be able to prioritize overall project efforts and not just action cards. For us, the priority of the project overall is often more important than the priority of the action card. We should also be able to report, filter and sort based on those indicators at a project level.
