Notifications needed for project template deployments

Applying a project template with an assignee does not get a notification when a new project gets created with a project template that has assigned actions. This defeats the purpose of automating project deployments. Please fix this.

The fact that creating new Projects using project templates doesn't notify the assignees that they've been assigned actions/sub-actions has definitely proven detrimental to our organization. As Adam Acord mentioned, it completely defeats the purpose of using the automation features that would otherwise greatly improve our processes.
