Don't ask to complete subactions when subactions are already complete

When a parent action card is marked completed, Hive asks the user if they want to mark subactions completed as well but this is asked even if all of the subactions are already completed.

This causes confusion and it would be better to not ask the user if all of the subactions are already completed.

Agree that this causes confusion, especially when all the subactions are already marked complete. This just started happening in the last week for me.

Even when all subactions are completed, the prompt to mark them complete appears when changing the parent action to complete, which seems redundant
