Ability to submit timesheets for others

We would like to use a leave type for employees that are out on FMLA. They however do not submit timesheets while they are out so we would need the ability for someone else (admin) to be able to populate their timesheets for them with the FMLA leave type while they are out. This would ensure our timesheet reporting is accurate.

My company would like the option to submit timesheets for others. We have subcontractors that we use infrequently but still need to track their time against a project in Hive. In our previous program, we created bucketed seats to accomplish this, would it be possible to do the same here?

I would like to have this feature. However, I believe this option has to be performed by the Finance Analyst or Admin users only.
