We host a large event 2x per year but it's part of our "Training Events" project where we host multiple of these at once. We've tried having them in separate projects but found we didn't like having 3 of them active at once, but preferred having all that discussion centered on the one action. So for instance, "Execute marketing" is one of the subactions. Under that are several subactions that our Communications Director takes (subactions of subactions).
